Catanzaro (CZ) – Completion of the Tourist Port

The tourist port of Catanzaro, located in the fishing district of the regional capital of Calabria, is intended to accommodate pleasure boats, fishing vessels, shipyard activities, and ancillary services for users. The project involves the entire port basin and includes both the completion of port infrastructure and building, plant, and aesthetic and functional redevelopment works, in accordance with the port's Master Plan, and does not involve any modifications to the existing breakwater structures or to the current layout of the port.

MAIN SPECS

The Municipality is proceeding with the completion of the port infrastructure, the overall project of which, following the issuance of the Environmental Impact Assessment decree, has been divided into two lots, in two separate Technical-Economic Feasibility Projects (PFTE) prepared in accordance with Article 41 of the aforementioned Public Contracts Code, complete with the documents necessary to activate them separately, and identified as:

Functional excerpt No. 1 Coastal defence intervention, to be carried out through design-build procurement;

Functional excerpt no. 2 Completion of internal works through the awarding of a construction and management concession within the framework of a Public-Private Partnership scheme.

The overall intervention falls under the 2021-2027 Development and Cohesion Fund, CIPESS Resolution 17/2024.

For Functional Lot No. 2, in order to be able to verify the economic and financial feasibility of the operation, the Municipality, as part of the Technical Economic Feasibility Project (PFTE), has developed its economic and financial plan (PEF), with the support of KPMG Corporate Finance, a division of KPMG Advisory S.p.A.

The project aims to improve the maritime infrastructure of the coastal area of Calabria and to promote the tourism offer of Catanzaro.

Following the works, the Port will have approximately 403 berths (currently 270) for boats up to 24 meters in length, and a commercial area (commercial spaces, shipyard and storage, parking).

The Project involves an investment of Euro 31.3 million (excluding VAT), of which:

  • Euro 14.46 million are covered by public funding (about 46% of the total investment);
  • Euro 16.84 million come from private funds.

A concession with a total duration of 52 years has been proposed, including 2 years for construction and 50 years of operation.

With an analysis developed in the PEF, an intervention has been proposed on a state-owned area adjacent to the Port, of about 15,000 sqm, for a Sports Club compatible with a concession scheme.
