Palazzo delle Finanze of Palermo, formerly the Vicaria Prison, and Palazzo della Zecca–Niscemi are landmark properties overlooking Piazza Marina in the historic centre. The enhancement program is promoted by the Municipality of Palermo and the Italian State Property Agency (Agenzia del Demanio) within the framework of the Piano Città. Palazzo delle Finanze is developed over four levels around a central courtyard, with a total surface area of 14,224 sqm, of which 13,750 sqm constitute gross usable floor area. The proposed development strategy is hospitality-led, with the ground levels opened to hybrid socio-cultural uses, supported by private investment in return for a concession fee payable to the State. Palazzo della Zecca–Niscemi is a complex composed of two buildings. Palazzo della Zecca features an internal courtyard, six floors and public office spaces, and it is connected to Palazzo Niscemi, a five-storey building with internal courtyards, staircase and lift, currently hosting offices, two residential units and tertiary functions. The complex offers significant regeneration potential through transformation into hybrid uses, housing, retail spaces, an urban centre and social areas through a public-private partnership model. The development path may include the adaptive reuse of Palazzo della Zecca–Niscemi, currently used as offices, with repositioning towards functions of public interest and services. Proposals may concern both properties or solely Palazzo delle Finanze, with the objective of combining heritage recovery, economic sustainability and urban regeneration. The Municipality and the Agency are open to negotiating mixed-use proposals including residential components and measurable social impact.

MAIN SPECS

The complex comprises Palazzo della Zecca (mint) and Palazzo Niscemi, two contiguous historic buildings situated in the heart of Palermo’s historic centre, within the Tribunali–Kalsa district. Palazzo della Zecca, built in 1699, develops on six above-ground levels with load-bearing masonry structure and an internal courtyard, while Palazzo Niscemi, originally built before 1700, has five above-ground floors and a mezzanine level. Both properties are detached buildings and have been subject to layered architectural transformations over the centuries, which characterize their morphology and the system of vertical connections.

The current use is predominantly tertiary and office-related, and the properties are entirely occupied by State Administrations that hold them for government use. The complex falls within the scope of the Historic Centre Detailed Executive Plan (PPE), under which Palazzo della Zecca is classified among the Public Civil Specialized Buildings and Palazzo Niscemi as a Historic Palace, with permitted interventions including restoration, refurbishment, and compatible renovation.

With a view to enhancing the asset’s value, some spaces on the ground-floor, the top-floor areas, and the possible roof garden can be designated for cultural, recreational, or public-use activities, also through public-private partnership operations aimed at opening the complex to the city.
